My aunt uses a little sticker like that over her eyelid to make it fold over for the double-eyelid effect. I think its actually partly due to the normal effects of aging though. The eyelid is sagging a little bit and helps to keep it back. What is interesting is that this kind of product you can pretty much buy anywhere.
Actually I've heard that about the ageing thing. President Noh Mu-hyun was recently in the news cause he had eye surgery done. There was some debate as to whether or not the procedure had been done for medical reasons or cosmetic reasons.
